Types of City Inspections
IT IS THE OWNER/ DEVELOPER/ CONTRACTOR'S RESPONSIBILITY TO BE AWARE OF AND SCHEDULE ANY REQUIRED INSPECTIONS!
The City of Hendersonville staff are responsible for the inspection of various types of construction activity. In most cases inspections will involve water utility, sewer utility, sidewalks, roads, curb and gutter, stormwater, and environmental compliance. The City Fire and Police Departments also perform special inspections that are not on this list. Please contact their offices for more information on those inspections.
In general the City will inspect work on both private development and public projects. After construction all items related to public water supply, sewer collection, City streets, and stormwater inside the City limits will become the property of the City. Inspections are intended to ensure that the work is being performed in compliance with Federal, State, and Local rules and regulations as well as to document the progress of the work and location of underground materials. In a private development the work is conducted under the direction of the Owner/Developer by contractors that they have hired. The Owner/Developer is also responsible for all costs associated with the construction of these items. The City provides professional review of the work and inspections during construction. Various inspection fees apply.

WATER SYSTEM INSPECTIONS - New Water Extensions and Non-Residential Service Connections:
- Water system pressure verification.
- New waterline extensions must be pressure tested at 200 psi for 2 hours – AWWA C600.
- Water system high chlorine verification.
- New waterline extensions must have a 24 hour contact period with concentrated chlorine - AWWA C600.
- Water system low chlorine verification.
- New waterline extensions must have chlorine levels verified after flushing.
- Water system connection to existing main line.
- New waterline extensions must be inspected when connecting to the existing system regardless of connection type. Uncertified lines must maintain a physical separation via back flow prevention from any certified waterline.
- Extension connection to existing waterline.
- New waterlines must remain separated from the existing water system until the new system is approved by PWS. The tap or cut in tee connection to the existing waterline must be coordinated with the Water and Sewer department using this . After a date has been provided by Water and Sewer personnel you must schedule for an inspector to be on site before the tap to observe the pressure test of the tapping saddle and/or verify safety conditions of the pit.
- Final Site inspection.
- Final site inspections shall be performed when all items associated with the new utility system are completed.
SEWER SYSTEM INSPECTIONS - New Sanitary Sewer Extensions involving Department of Environmental Quality - Division of Water Resources permitting.
- Sanitary Sewer low pressure line verification.
- New sewer lines must be tested at low pressure as defined by ASTM F1417.
- Sanitary Sewer manhole vacuum verification.
- New sewer lines must be tested at low negative pressure as defined by ASTM C1244-11.
!When all lines and manholes in a particular phase or section have been verified as stated above the lids should be secured in place and the 30 day waiting period will begin!
- Sanitary Sewer mandrel pull.
- 30 Days after pressure verification is completed, a deflection verification of the lines is performed by passing a 7.5% mandrel between manholes.
- Sanitary Sewer CCTV review.
- After the deflection verification is performed and any necessary repairs made, the City of Hendersonville will pass a CCTV camera through the lines.
- Final Site inspection.
- Final site inspections shall be performed when all items associated with the new sewer system are completed.
ENVIRONMENTAL COMPLIANCE INSPECTIONS - Inspections performed for Water and Sewer Service Connections such as master meters, commercial connections, and irrigation connections.

- Non Residential-Backflow Assembly Inspection.
- Must submit backflow assembly application and receive assembly approval before scheduling inspection.
- Approved assembly must be installed and inspected prior to placement of water meter.
- Residential Irrigation- Backflow Assembly Inspection
- Must submit backflow assembly application and receive assembly approval before scheduling inspection.
- Approved assembly must be installed and inspected prior to placement of water meter.
- Sewer Service
- Food Service Establishments Must comply with the City’s sewer use ordinance and chapter 52 of the City Ordinances.
- Grease trap inspection when applicable (must complete Food Service Establishment Application first)
PUBLIC WORKS - City Streets, Sidewalks, Curb & Gutter
- Sidewalk Inspection.
- Inspection will be made of the forms for grade and cross slope and ADA compliance prior to concrete being placed.
- Inspection will be made of sidewalk during concrete being finished.
- Driveway Apron.
- Inspection will be made of the forms for grade and cross slope and ADA compliance prior to concrete being placed.
- Pre-paving inspection.
- All City owned streets will be inspected prior to asphalt being placed.
- Roadway Inspection.
- All City owned streets will be inspected during placement of asphalt.
- Curb & Gutter inspection.
- All Curb and gutter will be inspected prior to concrete being placed.
- All Curb and gutter will be inspected during concrete placement and finishing.
- Street signs and striping.
- All required street signs and striping for traffic and pedestrians will be inspected once completed for City and MUTCD compliance.
COMMUNITY DEVELOPMENT - Tree Protection, Zoning, and Subdivision Compliance
- Tree Protection inspection - Zoning section 15-4
- Inspection will be made of tree protection barriers when installed.
- Inspectors will from time to time inspect the maintained condition of the tree protection barriers.
- Certificate of Occupancy Inspection - Checklist.
STORMWATER - Stormwater infrastructure: pipes, inlets, manholes, structural control measures, and site stabilization.
- Stormwater System Inspection
- Inspection will be made of all stormwater structures and associated drainage features.
- Annual SCM inspections will be conducted by City of Hendersonville Stormwater Staff
